Method 2 would keep from a constant spam (which is nice), however, I see the bigger issue with missiles or any turret is that they don't have ammo limits. I actually didn't mind the original missile turrets. Lots of dmg and large splash made sense...

I like the weekly cap better and will be much better when there is a roll over. However, it is a shame that there has to be a cap at all, but I understand it is a way to sell boosters over a long period instead of a short period.
