To balance the missile(rocket) issue there need to be two types of warhead. To have a efficient anti armour or shield warhead, a shaped charge is used. A shaped charge directs nearly all its damage forward, making them excellent for anti vehicle....

The same as the militia swarm launcher fitting, anyone can call in a militia LAV, so I think they're balance. As stated above, if you outfit your LAV well, militia swarms won't have it easy.
