I'd prefer to give the Gallente Medium dropsuits skill a 5% bonus to rep modules per level as the Gallente are more about armour reps than armour buffer. With level 5 armour repair systems and 5 Gallente Meduim dropsuits, you'll be getting 3.1, 4...
