Look at the Dev Blog starting page 3, I could be way wrong in actual use but I doubt it. Paper stats are there and suit looks horrible. The other two suits almost outperform in every stat in its "niche" role.

Don't forget other heavy weapons too :D just like only having amarr, little messed up we HAVE to spec HMG or forge rather than let's a laser hmg or a 120mm artillery cannon, while medium/light users have all their AR placeholders and more.

how about any new heavy weapons at all firstr? your combat rifle is one of the ARs already released. At some point CCP said all AR placeholders are in place. So you have had the option to use the Breach (i think) for a while now :D
