STD REs have an activation timer of what? 5 seconds? To be honest, if someone drops a RE close to your feet, is still alive after 5 seconds, AND you are still in range of the RE, then I'd say 9 out of 10 times you deserved what is coming to you.

It is far too easy to snipe infantry with large Railgun turrets, so I propose to give them some dispersion. The dispersion should not limit the ability to snipe vehicles but make it considerably harder to snipe infantry at ranges of 100m to 300m....
