The charge shot of the ScR is still very powerful if you can land head shots. I believe the ScR also kills scouts faster, however the CR is more versatile against everything else and it doesn't overheat.

The ONLY thing OP about the shotgun/cloak combo is they are still cloaked when they fire the first shoot. And since shotguns can one shot a lot of frames this is very OP. Adding a small delay between decloaking and shooting will drastically help...
