This isn't a full fix, just a temporary solution. One of the problems with new players is that they can't field anything past MLT-STD. What i suggest is to make skills cost less from levels 1-3, but more from 4-5, so that in the end the total cost...

th gallente scout is better in every single way, except that minmitars in 1.8 can be the fastest suit in the game with really high shield hp so you may want to consider that...but currently if you wanna be a stealth scout instead of a speed tanker...
