Rail guns have about a 5% chance to deliver splash damage... And only if you hit their toes. I've tries getting splash on stationary targets with little effect. It's either direct.. Or nothing. Had a tank blow up vs a forge gunner with 100 hp lef...

Forge Guns should cost 50,000 isk at basic and 200,000 isk at proto.... first of all., currently they're about 1,500 to 40,000 isk... Cost to cost ratios don't line up.

I only get salvage about every 12-14 games I believe... and all of it that I've seen doesn't have any markers on it, so it's either "alternate basic" or the military ranked gear. Haven't bothered looking at it either cause none of it is ever stuff...

Do it Warcraft style... Rollover sp is handed out at 100% bonus till its exhausted, but only holds about 100k exp. would help casuals kick into a new week without affecting the heavier players.

That was from when you could get unlimited SP from repairing so one guy in a tank would continually crash into a wall and let others rep him for massive SP piles. They put caps on SP per action. Which is what your quote refers to most likely.
