You are right in that it would take some balancing out, I just believe that Logi would be better suited on a heavy frame, and commando would be better suited on a medium frame, then change the modules to balance accordingly.

Short and simple. Switch logistic suits and commando suits. Logi would be better off as a heavy suit, gaining an eHP bonus but being a little slower. Commando would be better as a medium suit, losing some eHP but gaining a speed/scanning bonus...

of course, you could also bump up the dB values of vehicles under this system if you wanted them to be scanned from even further away as well. 200dB for lavs, 500dB for havs, 700 db for drop ships.
