I would ideally want to lock the driver to the vehicle owner(enemy hacks still allowed). This allows the owner to make repairs, get out and shoot a swarm launcher(if desperate), or get to the vehicle after respawn e.g after being shot by a sniper.

Swarm launchers force tank drivers to work with a team of infantry, thus preventing tanks from dominating. If the enemy is using a lot of swarm launchers, they will be vulnerable to your infantry, the balance is right. I often use swarm launchers...
