Rails should be -10%/+10% shield/armor damage. Caldari use kinetic damage. Also, the rail rifle has this profile, so the railgun should as well.

Prone is good, climbing is good. They have the programming for prone I'm sure, but I think vaulting/climbing over things is harder unless you have a dedicated climbing path (ie: a ladder is programmed to let people ascend only by that path)
