Cloaks are fine. What we need to change, is the ability to see them. When a cloak is up, you get reduced scan signature, right? Simply remove this mechanic. If a scout fits no profile dampeners, then they will get scanned even if cloaked.

Or maybe, tanks have a lot more variables than heavies, and therefore take longer to balance. I'm glad that at least CCP is doing something about heavies, even if tanks are still running amok. IT gives me hope that they will fix them soon.
