As were not even a day into 1.8, this won't be a completely thought out view. That said, I've noticed a few things.
1. The shimmer effect is good and needed. However, it appears at full brightness while moving at any speed, not just a full sprint. This is part of the balance of cloaks, because it means scouts can't run around willy nilly and be invisible to everyone. However, it is also very hard to use it for stealth gameplay. So I propose that we reduce the shimmer effect by X% when a scout moves around crouched. This means a scout moves slower so other suits will have the speed advantage initially (a scout won't be able to NK you in the back unless you're not moving), and it also means that scouts can move about unseen, giving them the advantage the cloak brings. Cloaks aren't near as useful if everyone can still pick you out easily.
2. Cloaks mention something about reducing scan profile while activated. While this is indeed a good concept, I feel that we should remove it, meaning profile dampeners are still useful on a scout. A cloak should block you from visual view, but an active scanner or strong enough passive scans should still pick you up if you haven't bothered to dampen your suit.
3. Not being able to have a weapon while cloaked shows good forethought, but I think it's a good concept gone too far. The previous idea of a damage threshold for breaking cloak was clunky at best, but let's meet halfway. Let's allow you to run around with a weapon in hand while cloaked, but any outgoing damage will break the cloak. The exception to this would be melee, meaning you could punch someone to death while cloaked. I hesitate to extend this to nova knives, but even if we did, a scout would have to be literally right on top of you to get the kill, and if we implement the changes in the previous two numbers, I don't think this would cause too much imbalance.
Best PVE idea I've seen.

I dunno man I walked right between two heavies on a tiny bridge in the compound, decloaked an shotgunned the both of em, totally rad!
Dead trigger master , an ya I do that ISH ON PURPOSE!
