The buff is for everyone. This is stupid. It would have made more sense if the bonuses for armour suits utilised the plates better. All we have now is better plates with a decrease in movement penalties. A Caldari or mimitar assault will benefit...

Or do the opposite. Make proto cheaper so players who have grinded for it can use it. Most people aren't in PC - why would the playerbsse stick around if there is no point of grinding for equipment if you can't use it.
