i would assume the skill affects the cycle time of the armour rep not the actual repair ammount. ie taking it down from 1 sec on a passive suit rep to 0.97 at level 1. it is how it works in eve.

this is by no means the full release. the reason for the open beta and nda being dropped was because it ould be impossible to enforce said nda once dust was connected to eve. this is a game that will grow with time.
