The solution is to require more SP? no... not a solution at all. i've probably posted this 15 times now but the correct balance change is to normalize the blast radius to 1.5m for all variants and then change FP Op to 3% per level.

I'm not sure what you're proposing is going to help much tbqh. In the end, large alliances will always dominate over a small corp of a few players. Maybe the solution is for s.e.v.e.n. to find an alliance of their own?

From what I can tell.. matchmaking won't solve this issue at all. It will help with the one-sided matches we all deal with, but in terms of proto vs. std gear, I don't think matchmaking is going to put guys with high sp in their own games and guys...
