Low lvl nades should do less damage an you should need a lot to kill high lvl tanks ( 10 or more), but high lvl AV nades should do high damage to low lvl tanks ( 2/6 nades). if the tank and the nades are the same lvl the it should be a two man tea...

i would say that the top 3 people of the aposing team should be the targets and that the targeting program should start after 5 min or when someone reaches a set amount of Wp ( 500 for ambush, 750 for oms and 1000 for skirmish)
