The Plasma canon is a joke weapon if it is for av. You need to steel the kills to get points, that is because it is about six seconds between shots. I use the plasma canon as a OHK anti infantry weapon.

If you go with the Op's suggestion you should have the effect range to 2/3rds(about) of the total range then have a steep fall off to where the HMG is doing less damage and have it so that you have to stay in the same spot for a while to be killed...
