If the speed and acceleration stays where they are, then I would really like to see some sort of anti-speed EWAR. Something like a webifier grenade/equipment. Or also a webifier small turret. Then your HAV can tackle by themselves, or build a tack...

Having a good look at the tank changes and with respect to the AV balance, it's not 100% where it needs to be but it's mighty close. For dealing with tanks, it isn't really the alpha damage that's a major issue, it's getting those follow-up shots...

My guess is with 2 things. #1 would be the change to shield regen where small arms fire no longer resets your shield regen cooldown. This will allow your tank to be effective in the fight for much longer and keep your average shield levels higher...
