As mentioned by several before me, CCP ruined the game by pandering to noobs. Every game in existence is full of noobs. However, its how the developer chooses to respond to those noobs that makes or breaks the game. CCP has chosen to respond poorly.

The implementation of new features needs to happen more often. The balancing is taking way too long and it doesn't need to. Like the OP mentioned, core elements of the game such as stability, lag, and movement need to be smoothed out.
