A full passive system would also prohibit WP farming to gain insane amount of SP. It is the only way dust could ever be balanced SP wise between HC grind players and people with a life outside of new eden.

There are two ways of getting this fixed: 1. Tell CCP that the mechanic is broken 2. Make a lot of people abuse it to the max. Goonswarm style. I prefer if we could get #2 going! That will make CCP fix the problem faster.
