I think when CCP labeled heavy suits as "being able to go toe to tie with vehicles and survive" I think they meant that they could quietly stand next to a friendly vehicle and live. Because that's about the only way it's going to happen! Lol

It would be interesting if races did receive bonuses for matching up races with their weapons. I think between Minmatar and Caladari I'm pretty much covered. Minmadari, CalaMari, Calmitar.. Hmm, I think I like calamari the best.

Perhaps it's something that only renders at 50m or less? Also I think your underselling the ps3 by a bit. Then again, dust may be already wasting resources by having code that inflates the amount of overhead being used.

Fair enough I can accept that, and adding content does obviously make it harder to balance, ammo regeneration and things of that nature seem hardly game breaking. But I can see the issue in trying to balance with many variable facets.
