I'd say closer to 75% - 80% the usual payout, they are just militia after all - so you shouldn't quite run at a loss if you just lose one per match, but two or more and you'll rapidly start running out of ISK.

Very much not signed. TBH the ability to fire a single shot or two while cloaked really doesn't offer much advantage, especially since moving makes you visible and having to manually decloak in order to fire just sounds like a giant PITA for anyo...
