Isn't a module that soaks up damage and then stops working once its soaked up a certain amount of HP.....just be a Shield Extender or Armor Plate? You're more or less describing a hardener as an HP module that has finite amount of damage it absorb...

I have some qualms about nerfing turn speed specifically. At the very least on the Madrugar, the turn speed already feels incredibly clunky which is partially due to poor turn speed and the fact that the control scheme on controllers for HAVs is.....

I think the issue is more so that modules that go in a suit's off-rack are often not as beneficial as simply putting HP modules in those slots instead. HP is just typically better than a lot of the utility currently available.

The idea of officer vehicles is a good one, not entire sure if I agree with your exact numbers, but the concept itself is sound. Infantry have it for suits and weapons, so the same treatment for vehicles is reasonable as well.
