Usually for me, 0.33 seconds is enough. In that delay, I have enough time to get into Aim Down Sight mode, and the enemy is dead by 2 seconds.

I often use it when I am bored. I liked it pre-delta, when you could actually fit it on something other than an amarr assault without overheating in 3 seconds. I've switched back to my Dual SMG build for scouts.
