They have more pg/cpu so you can get more out of them and for cheaper price. My 10k Rasetsu has only 100 less shields and something like 10 less recharge rate than full proto fit (not counting guns). I'd recommend you (in order) : Rasetsu, Samura...

1) Make them active (see vehicle scans) 2) All equiped scanners should share one "use" (once used all equiped scanners go on cooldown) It's about perma scanning and how you are free (scan and then you can do other thing while everything lights up...
