Yes they are broke. Using jumpy minmando with Agimus is the easiet thing in this game. And I'm using it quite often. CCP won't fix it beacuse they can't (dat primary school didn't teach them anything) Enjoy easy tactics!

Make them vehicle scan alike. Solve perma scanning by not limiting scanners but making them share one "use". You can eqiup 2-3 scanners but once you use one all of them go on cooldown.

Make them active.. they don't act like active scanners. Vehicle scanners are active. When they end (pulses) it goes on cooldown. Scanner for infantry works even on cooldown. Make it work like a vehicle scanner.
