The real problem is the fact that once you stack more than ~3 HP mods (especially armour) the base values of the suit don't really matter any more. The obvious solution is to discourage stacking too much EHP.

Waiting four minutes for your armour to repair after an engagement sure has to be fun. Are people *really* using fits like the one in the OP? Also can't imagine anyone who used scouts before 1.8 to be willing to give up that much movement speed.

The cloak should become slightly more visible when taking damage and should remain so a fraction of a second afterwards too -- to make up for the fact that it's harder to spot a cloaked player when firing your weapon (muzzle flash etc).
