You blowing them up in the first place is the larger problem here. At least in Skirmish and Domination they are invaluable tactical assets and i curse anyone who tries to blow them up because hardly anyone bothers to bring uplinks to the field.

No. the missing rollover already makes it so that people with a limited playing schedule have the disadvantage. Dedicated players get their due rewards in form of the usual isk an SP payouts and i see no good in artifically increasing them.
