Basically what you are offering are class specific equipment. It has been suggested many times before. Right now the only such equipment are heavy weapons. It does not really take any special equipment slots to accomplish this. Just give bonuses...

Grenade damage should scale according to frame size. Heavy absorbs the most sharpnel from the explosion and gets more HP damage, scout receives fewer shrapnel pieces and gets to survive (I know that part is pure heresy) a grenade blast.

I think that proto AS equipped on only Gal Scout should be able to detect other scouts who have dampening skills. In other words AS should be dependent on the user's built in scanning strength. Logi should not be as good with AS as scout.
