Scouts make decent MD wielders, as they can scuttle their way to the high ground easier. It's a very situational weapon, and sluggish heavies won't be able to position themselves fast enough to take advantage.

Think of it as balance for us getting a big SP headstart. Someone starting the game next year will have a better idea of the skills available, while those of us with tons of SP already may end up with some of it "wasted" in skills we no longer car...

I've seen it capped once, via dropship, but since it can pretty much only hit targets outside of the complex, all that came of it turning red was us getting a heads up that snipers were going to be up there with it.

Yeah. It's pretty easy for the B siders to retake B if they control C, since they can respawn at the MCC and attack from behind. The attackers can do the same for C, but nobody ever seems to think of that.
