Maybe you just first stand in a way of too much buildings and thick walls. Usually buildings and metal objects are harder to scan through than a hill or rocks. And maybe the heavy had a skills in profile dampening too :P.

AR is supposed to do huge damage on a very close range situations, whether it does work like that I am not sure yet. But don't except it as a plasma (blaster) rifle being a medium range efficient gun. :P
