I hate cloaks. They take up more fitting requirements than they're worth. Cloaks aren't even a problem now that the dB bonus has gone down (same with the Almighty Gallente Scout dB).

The Loyalty Store was released with 1.7. The new suits were released during 1.8. You'll also realize that there are some weapons and that the other heavy suits are missing as well. Only items that are available during 1.7 are in the loyalty store.
