Sigh.. It's the squad order box, you can recreate it by triggering the squad command wheel when in a vehicle and then jumping out and running around, it's very annoying because you usually fix it by relogging completely.

Active Scanners have 5 second cool down. Nah, deactivating them does not lower the cooldown, but it's smart to deactivate when you're safe, because you start the cooldown immediately so you can use them "sooner".
