Even with 2 complex damage mods my prototype breach shotgun needs to be reloaded to take down most enemies. Is this working as inteded? If not please fix this as soon as possible.

The bugs in DUST 514 calculations of stacking penalties are clearly visible while using armor plate modules. A 0% penalty towards movement counts has being 'higher' than a 5% movement penalty. - Resulting in the 0% module being first in the stack...
