The one thing to be careful about is not making the plasma cannon stronger than a forge. It can already out range it if you aim right. Making it do 1980 damage would make it too strong IMO.

I agree with the OP's conclusion as to what's 'off' about the current controls. I find it almost impossible to get any sort of fine tuning to my aiming even when I'm not being shot at. Fire fights tend to have me fighting to keep my aim on a targe...
