If you press R2 and then R3 (even almost together) you'll get access to the command wheel. Select whichever command you want to issue. Now target where you want it to be given and press X.

We only have projectile weapons so far. Just wait till we get lasers and other non-projectile weapons. With projectile weapons you need to change clips because you're shooting...projectiles.
