and also swarm launcher proficiency needs to be changed to an increase in locking time to buff them as well. Laser rifles need a reduction to spread per level, and nova knives need their proficiency changed to a dispersion reduction

So, in light of this huge buff shotguns are getting with a proficiency change to shield damage, i think its only fair that flay locks get an equally good buff. I suggest 3% reduction to projectile speed per level of proficiency
