If you want to give weapons a buff to the range make it universal, the fact that it was tied to a skill is what made it broken last build.

Armor gives you substantially more hitpoints than shields. Armor repairers may not be as fast as shield recharging but it works 100% of the time even in combat, no delay. Scrambler rifles are going to be more efficient against shields than assault...
