The Scrambler Pistol Operations skill increases clip size by 1 per level, not by a percent. That would be too much for the plasma cannon. Projectile velocity sounds good but I feel its good where it's add. Plus 5% to splash damage radius per level...

Keep in mind passive per week is 168,000 per week, with booster 252,000. That is less than active, which is I believe 190,400 per week or with boosters 285,600. So you are actually getting more out of active boosters even if you hit the weekly cap...

Well, I use Gallente dropsuits and armor tank and feel it it balanced pretty well, but if you want to push CCP to buff me and others then I guess I'll just look the other way But yeah we're fine dude, maybe it's just you.

Edited the OP. The modules are compounded, not added, and there is no stacking penalty for amplifiers. Gallente Scout still needs a base range increase from 10 to 15 meters.
