Yarrrrrg. As others have stated, this late in the game a cap (especially one so low) does nothing but hurt new players by slowing the rate they can catch up to the older ones with 3+ proto suits and almost every proto weapon.

Yes, but you gain no bonus WP unless you have squaddies in your vicinity and gaining commission off them and you have to do it from the map screen. It's more beneficial to put it on someone other than yourself.
