It isn't really relevant to Dust. In Eve, the Sec Status determines the set of rules under which PvP encounters can be made.

Well in eve it means a couple things.
Generally the closer to 1.0 you are the safer the neighborhood. .6+ is high sec .5 and lower is low sec 0.0 is null sec and anything goes.
Concord is sort of the space police and will keep players relatively safe from pvp in high sec, they do t bother with low as far as I know. I spent most of my time in high.
in dust it doesn't mean anything at the moment. Since this is new Eden the planet your on just happens to be in a system of eve which have varying security statuses
ideally it would mean militia only gear in 1.0 zones for new players. Full proto in null sec. |

Holdover from EVE, currently meaningless in DUST with the exception of coordinating with FW pilots EVE-side.
Highsec (1.0-0.5) is for people who will avoid PVP at nearly any cost, mostly populated by mission running/market/mining bots. Very little of any actual interest happens there. Nobody can shoot anybody unless someone steals someone else's stuff without CONCORD instapopping them and nuking their personal security status. Actual players here are crazy hotheaded though, I miss being universally reviled from my ninjaing days. Supposed to be low-risk, low-reward.
Lowsec (0.4-0.1) is for people who want to pick fights for the lulz mostly, also FW players. Also some reasonably profitable PVE stuff out there that can be soloed. No CONCORD, but station/gate turrets will still wreck you without extremely specialized fits if you aggro someone on them. Only meaningful rules here is no warp disruption bubbles, no supercapitals. Fairly high risk for not enough reward when I was playing, mostly just went roaming in small assault frigate gangs when I did go there to waste isk/sec status. Supposed to be medium-risk medium-reward, but non-FW players mostly stick to high or null. Definitely easier to traverse than null without using roundabout but safer methods.
Nullsec (0.0) is anything goes. Anything. No sec status penalties, no gate guns (still guns on NPC stations), no ship restrictions, none of that stuff exists here. Supposed to be high-risk, high-reward, but nullsec powerblocs basically make a lot of it a more profitable version of highsec. Only downside is that if anyone not blue to them shows up everyone docks up. Can result in interesting things though, like the big battle that happened recently.
And there's everything you never needed to know about sec status because this is DUST. |

There is CONCORD in low sec it just takes them longer to respond with a greater chance of escape. Though escaping from CONCORD in high sec is considered a game exploit and punishable by being banned from the game. |

Lowsec starts at .4. 0.5 is still highsec.

0.5 is still highsec
the lower the sec the more time it takes concord to revenge your death and the rats in the belts (local NPC's) get harder and the payout for killing them and mission NPC's also goes up.

not at all. highsec dosnt ban T2 or T3 it only bans capital ships (or more specific... it bans the cryo fields that you need to use the jumpdrive of a capital, since they are to fat to use a gate). fighters do not fall under the ban, since the T1 fighters can move in highsec, while you can only jump a jumpfrighter out but not into highsec (because of the cryo ban).
