Yes please, the Caldari get skill bonuses to missiles while the Gallente get Hybrid damage bonus. It would only make sense to add railguns to Federal store so the Gallente aren't forced to use half of their bonus.

So take some of the modules you already have, multiply them by 3 to four, but add a severe penalty. Not as much CPU/PG, but in a different way.... Think of a shield extender with 100 HP but -40% Shield Recharge Rate and +50% shield delay. Or Armo...
