TL;DR: Logis shouldn't have more high/low slots than Assaults. Of course there's other things like they shouldn't have lower shield recharge delays, but I think the slots are the biggest thing. But good post nonetheless.

Gallente will be fastest. Minmatar with 2 reds and 1 green = 10.38 m/sec. Gallente with 3 reds and 1 green = 10.73 m/sec. Sure you can use 3 reds on Minmatar to get 11.12 m/sec, but then you'll be lacking some stamina.

Learn to read It's 1 million + booster + another 1 mill for the stretch goal. That bonus 1m SP for the stretch goal won't be boosted.
