I've always been under the impression that map layouts would be determined by EVE player setups on said planets/moons. Basically, whatever they have set up for Planetary Interaction results in a map for D514 players.

LRs aren't even remotely OP. In 9/10 situations, you're better off using an AR. Hell, even stacking damage mods is a PITA because the fitting requirements are way higher than any AR.
