Not entirely true. It can help you hide and it's effective at that as long as you know how to use it. Smark cloakers survive better than dumb ones.

Recently, i boiled my scout suits down to very basic terms. Kincats, dmg mods, light weapon. Ewar sucks now with these "rings of awareness" to the point it's not worth worrying about percision, range, damps or cloaks. I can usually sprint into range before my taget knows & sprint away before they can react.
Also been having fun trying to disrupt as many reds as possible while solo. I had an entire squad searching the hills for me. This is a very pleasurable experience, knowing 6 people are not participating in a battle just because 1 dipshit keeps annoying them.
The cloak may have a place for gal scouts who absolutly do not want to appear on tacnet, but it has very little value on pubs/gen pop. There are more rewardng ways to gimp yourself.
Have you considered a career in costumed aggression?

If you don't depend on the cloak, then don't ask for buffs that make it too dependable. It's strictly an infiltration/escape tool. Nothing more.

Blame the large number of scouts with the incredibly brazen and not risky at all "playstyle" of running straight at people and 1-2 shotting them while coming out of cloak. Myos are almost as bad.
Cloaks are not meant to give combat advantage, and the loud noise they were supposed to make was insufficient. They were always supposed to be about movement and positional advantage.

Never much cared for them, I'd rather just haul ass the long way around the map and use terrain to my advantage when scouting. Having scouted before the cloak and buff they got I'd much rather just go with e-war and actual tactics.

It's a shame that it's absolutely terrible at both then. I love the cloak, but only on principle. It's just not a very useful tool anymore.
