No cloak elitism is actually a response to scout elitism which became majorly popular after the cloak was released because then everyone who had sucked with the scout suddenly became decent and these new scouts thought themselves better than other suits because they still thought that scouts were hard to use because of old Dust history. Even though now scouts are easily the easiest suits to learn how to use.
Put your flags up in the sky.

You answered your own question. Cloak is for scrubs. You and just about anyone that wants to bother can easily do sh*t with it. Nothing special, fundamentally changes the kind of game this is otherwise attempting to be and rewards lazy, power playing ret*rds. The game was fine without it. Plenty of people were willing to run ninja tactics. It is as if Goodwill provided free shipping and a pickup service for your used, unwanted crap instead of you driving to dump it yourself.
I have no respect for that kind of person. Hopefully, this player base can be quality enough to agree with that and be a cut above the trash.

I've never done this directly, personally I just feel that there are better uses of the CPU and PG for me. The cloak just isn't for me.

Probably because all the good scout players used scouts when they were more scout and less assault and didn't have cloaks. Could also have something to do with how bs remotes are and if your not fitting them your a scrub. I dunno, take your pick.

I wouldn't worry though the added shield penalty might finally kill no cloak scouts and in turn side arm scouts. So instead of restricting scouts to side arms everyone gets to play scout how they want if they are cloaked shotguners.

Regardless, I have stated and will continue to state that I run all of my scouts without a cloak, not out of some elitist attitude, but rather context. There is a distinct difference between those that cloak and those that do not, just like there is a difference between running two sidearms vs. running a rifle/sidearm combo.
Contrary to popular belief among many here in GD, fittings matter. And last I checked, cloaks are something you fit.

Remember mgs 2 when you had to getting 198 unique I.d tags to unlock stealth camouflage? By the time you unlocked it you were so familiar with the game and its nuances you were basically using it for fun? Intro cloak field: the scout tool that good scouts don't need and that pissy scouts use to keep pace.

You get two SG blasts off while you're still cloaked, which is contrary to Rattati's stated intentions and obviously broken. It is similar to running people over in a LLAV in 2013 - yes it is effective, but it is also scrubby. |

Because being the Scout that flanks the opponents and shoots them is objectively easier with a Cloak than without one. That is why people will say they are better because they don't use one. It is the same concept behind the person that doesn't use power tools to build a desk because "it just makes it easier." To paraphrase Preacher: "we are going to do it the easy way, not because we are lazy but because we are smart. Morons do things the hard way just because they are harder."
The other is the concept of "I did this for so long and now that it is the popular thing, I look like I am getting in on the bandwagon." Ergo, using A was not the lazy choice but the smarter one. I only use a cloak if I absolutely have to for a given situation. Thankfully, that situation has yet to present itself. I don't really see it as a scrub tool because the scout suit is designed to take advantage of the cloak.
Anyways, I just don't use it anymore because it has certain disadvantages that don't make it ideal for me anymore. The shimmer it makes when you move at all is the primary reason I don't use it anymore. It's not apparent in a brightly-lit setting, but when you're in a dark area where the shimmer has a high contrast against it then you become lit up like a Christmas Tree in New York City.
