Because being the Scout that flanks the opponents and shoots them is objectively easier with a Cloak than without one. That is why people will say they are better because they don't use one. It is the same concept behind the person that doesn't use power tools to build a desk because "it just makes it easier." To paraphrase Preacher: "we are going to do it the easy way, not because we are lazy but because we are smart. Morons do things the hard way just because they are harder."
The other is the concept of "I did this for so long and now that it is the popular thing, I look like I am getting in on the bandwagon." This happened in the change to 1.7 from 1.6; "I have been Tanking for a year but now that it is so much better everyone is doing it and I look like a FotM chaser! Uhh, real Tankers don't use Blasters!" Wait, Railguns are getting all the hate? "Real Tankers don't use Railguns!"

I get it though this nearly skill less play style is not only allowed, but it is promoted for what ever reason so why not. Yes, I am aware of the quote. The "we do this not because we are lazy but because we are smart" is a reference to that quote. That being said;
Equating using a Scout without a Cloak to Kennedy's declaration about going to the moon is absolutely hysterical.
