i had specced it to proficiency 3 at day one of Uprising, so i ran with it quite a lot too when not piloting my vehicles - and what i experienced with it was that the biggest RoF-dropper for it was the same like with EVERY SINGLE SEMI-AUTO GUN on the PS3 in an Unreal Engine game:
the low and unstable framerate.
best example: ME3 MP-Mode + Rapid-Fire Controller + Arc-Pistol = after a fresh reboot, to get +10 shots out of it per second is no problem - but when the framerate droppes considerably after a long enough time of intense enough gaming, you can be happy if the Rapid-Fire Controller OR your trigger-finger get more than 2 shots per second out of it...
- and with the SCP's here in Dust it's the same: under real match-conditions and not just right after a fresh boot of the game-program, a situational technical limit of a maximum of 5 shots per second possible is rather the normality than the exception (regardless of Rapid-Fire Controller or anyhow fast trigger-finger usage - and the super lows of a limit under 3 shots per second i experienced plentiful as well under real framelaggy conditions here).
so in the end i still got my hopes up for the range-buff effecting my Carthum ASCP more than the RoF-nerf - and that it like this gets even better in overall performance in 1.8 - even though it is of course a little sad that it looses it's theoretical Pocket-Monster ability of killing every however strong tanked suit within an eyeblink - instead now it will always take at least the duration of two eyeblinks :) . |

In this case, unless you are able to fire more than five shots per second the RPM change won't affect you.
It will effect me,but cause I can fire more than 5 shots per second,and no,I don't use a turbo or modded controller.I was able to pop off seven shots,which happens to pretty much be the ceiling for ROF before it more or less jams up.If people think that those extra two shots won't make a difference,well they obviously aren't pistol users and don't really understand what this will do to us.
Maybe it won't be as bad,considering the nerfs across the board,but again,the pistol was the one weapon that took absolute pure skill to use,more so than any of the other handheld weapons,and a nerf was totally unnecessary at this time.

The proto variants have had their DPS almost halved. I'm a little angry that this hasn't been mentioned *at all* in the dev blogs, when it is by far the biggest weapon change coming in 1.8. I didn't even know that the ScP was a problem. When has anybody ever complained about the scrambler pistol being OP?
A more comprehensive breakdown of the ROF and DPS changes for each ScP:
Militia Scrambler Pistol & Scrambler Pistol 400 ---> 285.71 RPM (533.33 ---> 380.95 DPS, 29% nerf)
Assault Scrambler Pistol 422.54 ---> 301.51 RPM (563.39 ---> 402.01 DPS, 29% nerf)
Breach Scrambler Pistol 133.33 ---> 133.33 RPM (DPS unchanged)
KLO-1 Scrambler Pistol 444.44 ---> 285.71 RPM (622.22 ---> 400 DPS, 36% nerf)
TT-3 Assault Scrambler Pistol 468.75 ---> 301.51 RPM (656.25 ---> 422.11 DPS, 36% nerf)
TY-5 Breach Scrambler Pistol 133.33 ---> 133.33 RPM (DPS unchanged)
CAR-9 Burst ScP 740.74 ---> 476.19 RPM (622.22 ---> 400 DPS, 36% nerf)
Viziam Scrambler Pistol 500 ---> 285.71 RPM (733.33 ---> 419.04 DPS, 43% nerf)
Carthum Assault Scrambler Pistol 526.32 ---> 301.51 RPM (771.94 ---> 442.21 DPS, 43% nerf) DAMNIT, they NERFED the CAR9? I just started using it, thinking it would be the diamond in the ruff, things friggen bada$$!
I was hoping since hardly anyone's ever even tried it I could sneak one past everybody, rof now is 740, 150 damage a burst, love that thing!

I for one feel a difference between the TT3 and the Cartrum in terms of ROF. I got prof. lvl 1 for it about a week ago and I imidiately made a dual pistol fitting and the effect of the faster ROF was felt already at my very first kill.
Don't be deluded, this change is gonna affect the highly skilled semi-auto users a lot. On the other hand though, the Scrambler is such a beast now, I mean, I wouldn't even dream of getting the scores With an SMG similar to what I can do With the pistols.
Extacy Cravings went 44-0 I believe, or Close to it, using a caldari logi, and thats 11 bullets then reload, repeat 4(?) times and Down With a hive to get more ammo....
SO Yeah, as a big fan and frequent user I can't say that I like this change. Bad for Balance? I doubt it, the gun has been way too good for too long.

It's only been too good in the right hands,and in this case,those hands are a select few.
This nerf is just a knee jerk reaction from CCP that they believe that people will find out how good the ScPs are,but the fact is,people already know,and they still can't use them.That should tell you something about how well balance the gun already was.
Yes,it's pretty beast,but this is one of the only weapons that user ability it paramount.
