Merc corps both have the cake and eat it. Nothing is deterring mercs from owning districts and defending them for steady isk; they only make people pay their offensives if they are good enough.

The role of plasma cannon seems to me like a short range AV comboed with AV grenades: "plasma-nade-nade-boom". If it has good splash anti-infantry, I could see it function as opener for scrambler pistol, too.

Railgun crosshair accurate (currently shoots a couple pixels to the left of reticule). Forge gun accurate crosshair and sniper rifle hip fire "crosshair". Both can be self made by using a mobile phone cover sheet for an unfair cheat).
